The City of Portland, OR is considering a proposal that would impose a fee on any developer who does not exceed by 30% state energy efficiency standards for new commercial and residential construction. Those developers who exceed the standard by 45% would get cash rebates, technical assistance, and a streamlined building permit process.

Over the next 30 years, the building stock is projected to grow to nearly 400 billion square feet. About 75% of the buildings will either be built or renovated in that period. (Nelson, 2004)
