In a push to create jobs, save energy and cut greenhouse gas emissions, the City of Portland and Multnomah County plan to start providing low-cost financing to homeowners this summer for energy efficiency and weatherization improvements in Portland homes.

The goal of the Clean Energy Fund is to overcome the biggest barriers to large-scale energy efficiency efforts: steep upfront costs, an uncertain payback and a general lack of information about how best to proceed.
