All city-owned projects must meet LEED Gold certification.
Projects are also required to meet additional performance targets:
- 75 percent construction and demolition waste recycled.
- 30 percent beyond Portland’s stormwater code requirements.
- 30 percent water savings beyond the Energy Policy Act of 1992 baseline code requirements
- 30 percent energy savings beyond Chapter 13 of the Oregon Structural Specialty Code baseline requirements.
- Building commissioning as required by the State Office of Energy to be eligible for the Sustainable Building Business Energy Tax Credit.
New city-owned facilities and roof replacements on existing facilities must include an eco-roof with at least 70 percent coverage and high reflectance (Eco-roof is Portland’s preferred term for a vegetated roof, often referred to as a green roof).
ENERGY STAR-rated roofing must be used on any remaining roof surface. Where combining an eco roof and an ENERGY STAR roof isn’t practical, the entire surface can have the ENERGY STAR-rated material.
LEED for Existing Buildings Silver certification is required for all city-owned occupied, existing buildings.
