Demand Management
- Charging for parking: Where parking is in short supply, consider charging for on-street parking instead of providing more. This will reflect the cost of providing parking and make its use more efficient.
- Unbundle residential units from parking: Encourage developers to unbundle residential units and parking spaces and sell them separately so that the true demand for parking is established and buyers have the option to reduce their housing costs.
- Transit passes: Develop a way to subsidize transit passes, especially programs for large residential projects and employers.
- Car-pooling: Develop a car-pooling plan to encourage shared rides to work and other activities.
- Telecommuting: Encourage working from home.
Complementary Programs
Communities with less parking need viable alternative modes of travel. Besides reducing parking requirements, these are some of the options:
- Transit: Increase transit frequencies and routes.
- Cycling: Require employers to provide secure, weather-protected bicycle storage facilities, as well as lockers and shower facilities.
- Car-sharing: Introduce car-sharing vehicles to reduce auto ownership and in turn auto use.
