Enabling Change
Local governments wishing to advance green neighborhoods can begin by changing regulations that preclude mixed-use, compact development, and pedestrian-friendly streets.

This can involve:

  • Supporting green neighborhood design: Developing neighborhood-scale plans that support green neighborhood design, providing greater certainty for developers.
  • Mixed-use zoning: Providing zoning for mixed-use developments, live/work arrangements, and moderately dense housing types that are compatible with the character of existing neighborhoods.
  • Parking requirements: Assessing parking requirements to ensure they do not create an oversupply of parking, as many currently do.
  • Complete street standards: Adopting context-sensitive and complete street design standards, allowing for flexibility to match the needs of surrounding land uses.

Following an extensive public visioning process, the City of Vancouver developed infill zones for neighborhood centers. These were implemented in 2006 through focused re-zoning, providing property owners and developers with regulatory certainty.
