Assess the Situation
If you want to target action at the areas of highest emissions and ensure sustained reductions, you will need to inventory current emissions and assess the many factors influencing adoption of green neighborhood development practices.

In addition to assessing emissions levels, it is wise to assess other issues that will impact the development and implementation of a green neighborhood plan.  The purpose of such an assessment is to identify market barriers to adoption of green strategies, and opportunities to overcome them.
